
Robert S. Leo worked for Con Edison in Valhalla from 1971 to 1981 detecting, excavating, repairing and installing natural gas infrastructure in Westchester County. He began his active involvement with the Westchester County Highway Superintendents Association in 1982 while employed by Westchester Colprovia Corp., in Bedford Hills. Bob also worked for N.Y. Bituminous from 1995 to 2011 as a specialist in Asphalt Pavement and Maintenance. Bob’s service to our Association includes the Annual Raffle, Dinner Journal and Scholarship Committees. He served as Secretary Pro temp for 10 years. Bob was elected to Honorary Membership in 1989.

Glen Abrams worked at Capital Highway Materials from 1993 to 2002. While at Capital, Glen formed a close relationship with the Association both learning the industry and assisting the Association. Glen started his own company Glenco Supply Inc. in 2003. Throughout his tenure with our Association, Glen suggested educational speakers, fund raising raffles, golf outing organization and assisted with the annual dinner dance. Glen was elected to Honorary Membership in 2009.

Jim Maxwell served as the Town Superintendent of Highways in Mount Pleasant from 1988 to 1993 and as President of the Westchester County Association of Town Superintendents of Highways in 1989-90. After leaving Mount Pleasant he continued to serve the Association on a variety of committees and provided training to members in a number of highway related areas. Jim retired from the City of New Rochelle as the Commissioner of Public Works in 2005 after 35 years of government service. Today he works part time as a consultant specializing in Emergency, Facilities and Stormwater Management. Jim was voted to Honorary Membership in 2010.

David Keith, Putnam County Highway Department

John B. “Jack” Reynaud became associated with the Westchester County Association of Town Superintendents of Highways in 1985 as Peckham Industries representative. Jack began his career with Peckham Industries in 1968 as an estimator then as superintendent of paving operations in Connecticut. Returning to the New York area, he worked with contractors and municipalities developing professional relationships which exist to this day. Jack kept our membership up to date with the latest in paving industries standards and technology. He has served as Chair of the Dinner Committee for more than 20 years. Jack was elected to Honorary Membership in 2013
